The County of Lancaster (County), the Lancaster County Human Relations Commission (Commission) and Albert C. Hondares (collectively, Appellants) appeal from an order of the Court of Common Pleas of Lancaster County (trial court) denying Appellants motion for summary judgment and granting summary judgment, declaratory and injunctive relief in favor of East Lampeter Township (Township). The issue raised is whether the Commission has jurisdiction to consider a complaint filed by Hondares following the Townships denial of his 1992 petition to rezone a tract of property. In his complaint, Hondares alleges discrimination based on national origin. We affirm the trial courts holding that the Commission lacks such jurisdiction.
